A Mobile resident, Russell Lee Stanley, has been sentenced to 30 months in federal prison for failing to register as a sex offender, as required by the Sex Offender Registration and Notification Act (SORNA).
Court records show that Stanley, 46, was convicted of forcible sexual intercourse—rape—in Harrison County, Mississippi on October 3, 2011. He received a sentence of 25 years in prison, with 12 years to be served without parole and the remaining 13 years suspended under five years of post-release supervision. Due to this conviction, he was obligated to register as a sex offender in any county where he lived or worked.
After his release from prison in 2022, Stanley registered as a sex offender in Mississippi. However, in July 2023, officials reported that he had failed to re-register as required. Warrants were issued for his arrest when authorities learned he may have relocated to Mobile, Alabama without registering with local law enforcement agencies. Investigators determined that Stanley had been living and working in Mobile since May 2023 without meeting SORNA requirements. He was arrested on June 20, 2025.
Following his imprisonment, Stanley will be subject to five years of supervised release. During this period, he must participate in drug and alcohol treatment programs as well as mental health and sex offender treatment.
